I could have sworn that back in the 90's, any rifle that even had a "raised handle/site" became illegal. The libs were scared of anything that look like their misnomer, "assault weapon". Could be wrong about that.

Don't feel too bad. I stored a rifle out-of-state for almost ten years before I realized that it never made the "assault weapons" list. The law is having its intended effect if you hesitated to buy a legal rifle because of the law.
Legislature is bringing this up for a ban vote this week or next...

Only those that have been modified to accept a detachable mag are verbotten in CA.
Standard issue fixed mag SKS are legal in CA.
The detachable magazine SKS was a production model in China and some other countries - it didn’t have to be owner modified. And it is banned.
Sure, there are some models that aren’t banned, but the SKS is on the CA ban list in several variants. So is the AR-15.
