Some police officers in Maryland will be out Thursday giving cash to drivers wearing their seatbelts. But beware: they may give you a ticket if you don’t.
Prince George’s County police will be at Route 301 and Ballpark Drive in Bowie starting at noon watching passing vehicles. Officers and safety advocates will distribute $1 bills to drivers who have all occupants properly buckled. Those riding without seatbelts will get educational materials and face being fined.

Police generally need reasonable suspicion of wrongdoing to initiate a traffic stop. Here they have reasonable suspicion of lawful behavior.
I guess in Maryland, your constitutional rights have been determined by the government to be worth $1.00.
I can just see it now. Those who have been Socialized and have the entitlement attitude will fill their car up with 20 people, have them put on their seat belts and then proceed to drive up and down the street past the cop hiding in the bushes trying to score some free, re-distributed cash.

How much do ya want to bet that, while they’ve got you pulled over for your $1 ‘Good Little Sheeple Award’, they’ll also make sure your ‘papers’ (License, registration, insurance) are in order, check that there are no guns or whatever in evidence (under the shadowy auspices of ‘Plain View’, and take the extra time to run your plates and Drivers License for Wants&Warrants...

OMG! Where did you learn that bull crap? That hasn't be the law for decades at least.
Also note that while they are handing out dollars, they only have find one violation in 100 to make the scam pay for itself. A resonably evil pig can easily find something during a quick visual search. If not, they can make up a charge. Bring in the ATF they're good at that kind of stuff.

When somebody scoffs at any "slippery-slope" argument that you may put forward, just remind them that this came on in steps:
First: Only ticketed if your kids were not seat belted when you were pulled over for something else.
Then: Could be pulled over and ticketed if your kids were not seat belted.
Then: YOU could be ticketed for not wearing a seat belt when pulled over for something else.
Now: Can be pulled over and ticketed solely for not wearing a seat belt.

Pay me a dollar so the officer can run a 50-point inspection on my car? No thanks. I was once pulled over because my exhaust sounded a little loud- luckily the guy was ok about it and let me go, but I can guarantee you that your $1 reward for this will lead to more troubles.
I do everything I can to avoid attracting the attention of those a-holes.
I get pulled over for something like that, I'm going to be hopping mad.
I got pulled over by a cop once. He started following me after seeing me make my signals properly, complete stops at the signs, followed the speed limits - everything a good driver does.
He said “I just wanted to thank you - I get so tired of always writing tickets, so here are two tickets to the policeman’s dance for being such a good driver.”
I replied “Well thanks occifer, when yous is drunk as I are yous need to drive careful.”
Screw seatbelt laws. I’ll be foolish with my own fate, thanks.

I remember growing up before the seatbelt laws. My brothers and I used to ride in the back of my dad’s pickup truck. My dad was career military and thus made several transfers; so we made numerous cross country trips in the bed w/camper shell.
Later when I was a teenager, cars came equipped with the ‘idiot buzzer’ to remind you to wear your seatbelt. We went through various used cars in the late 70’s and early 80’s, and the first thing my dad would do with a ‘new’ vehicle was to disconnect that buzzer.
My how times have changed.
