If you’re an Amazon Prime member, you can stream the first season for free. I believe it is also on Hulu for free too.
In less than a week I’ve watched the complete series. lol. I highly reccomend it.

Another BBC offering you may want to consider is Foyle's War. It isn't a romance like Downton Abbey or Upstairs, Downstairs, but I've found it a surprisingly good story.
