Agenda 21: Arizona close to passing anti-UN-sustainability bill

Arizona lawmakers appear close to sending to Gov. Jan Brewer a tea party-backed bill that proponents say would stop a United Nations takeover conspiracy but that critics claim could end state and cities’ pollution-fighting efforts and even dismantle the state unemployment office.

A final legislative vote is expected Monday on a bill that would outlaw government support of any of the 27 principles contained in the 1992 United Nations Rio Declaration on Environment and Development, also sometimes referred to as Agenda 21.

Senate Bill 1507 was passed by the state Senate last month and received an initial House affirmation Wednesday. It is sponsored by state Sen. Judy Burges, R-Sun City West, who also sponsored a state birther bill that Brewer vetoed last year.

"The bill is designed to protect the rights of Arizona citizens and prevent encroachment on those rights by international institutions," Burges told msnbc.com in an email. "We have three branches of government and when one branch preempts the process through executive orders, the balance of power is lost in the process. It is that simple -- no more, no less."

At a March 15 hearing on the bill, Burges said an executive order signed by then-President Bill Clinton in 1993 started the implementation of Agenda 21 after the Senate refused to pass a treaty ratifying it.

"Any way you want to describe it, Agenda 21 is a direct attack on the middle class and working poor" through "social engineering of our citizens" in "every aspect" of their lives," she told the hearing.

But House Minority Leader Chad Campbell, D-Phoenix, has a different view.

“It’s the most poorly crafted bill in this state,” Campbell told msnbc.com. “It’s so broad and overreaching, we’re not sure what it could impact.”

Actual state legislatures passing bills is the exposure they need.

United Nations Rio declaration; prohibition

Overview

SB 1507 prohibits the state and its political subdivisions from adopting or implementing the United Nations Rio Declaration on Environment and Development (Declaration).
History

The Declaration was adopted at the United Nations Conference on Environment and Development (UNED) in Rio de Janeiro, Brazil in June 1992. 172 governments, including the United States, participated in UNCED. The goal of UNED was to establish a new and equitable global partnership toward international agreement to protect the integrity of the global environmental and developmental system.

The International Council for Local Environmental Initiatives (ICLEI) is an association with the mission “to build and server a worldwide movement of local governments to achieve tangible improvements in global sustainability with special focus on environmental conditions through cumulative local actions” (www.iclei.org). Countdown 2010 was a network of active partners who worked together towards the 2010 Biodiversity Target to tackle the causes of biodiversity loss (www.countdown2010.net). Local Action for Biodiversity is a global urban biodiversity program coordinated by ICLEI that is focused on developing a local government network for biodiversity action to promote a better understanding of local government biodiversity issues, leading to the implementation of appropriate measures within the participating local governments (www.iclei.org/lab).European Center for Nature Conservation is an independent organization working for the conservation and sustainable use of Europe’s nature, biodiversity and landscape (www.ecne.org). The International Union for Conservation of Nature is a result-based, demand-driven plan of action that addresses global issues and incorporates national level priorities by recognizing the continuing need to support biodiversity conservation at all levels, with governments, civil society and the private sector (www.iucn.org). The President’s Council on Sustainable Development was established by President Clinton in June 1993 to advise him on sustainable development and develop “bold, new approaches to achieve our economic, environmental, and equity goals” (www.clinton2.nara.gov/PCSD/).
Provisions

· Prohibits the state and all of its political subdivisions from adopting or implementing the creed, doctrine, principles or any tenet of the Declaration and the Statement of Principles for Sustainable Development adopted at the UNED or any other international law that contravenes the Untied States Constitution or the Constitution of Arizona.

· Prohibits the state and all of its political subdivisions from implementing programs of, expending any sum of money for, being a member of, receiving funding from, contracting services from or giving financial or other forms of aid to the ICLEI or any of its related organizations which include:

Ø Countdown 2010;

Ø Local Action for Biodiversity;

Ø European Center for Nature Conservation;

Ø The International Union for Conservation of Nature;

Ø The President’s Council on Sustainable Development; and

Ø The White House Rural Council.

· Defines political subdivision as this state, or a county, city or town in this state, or a public partnership or any other public entity in this state.

GHW Bush signed the Rio ‘accord’ which put the government into the position, by executive order, to implement Agenda 21. Clinton got the ball rolling with NAFTA and GATT and the President’s Council on Sustainable Development.

GW Bush continued the policies of ‘sustainability’, i.e. Agenda 21, through the Department of Transportation ‘smart growth’ implementation through intimidation.

‘free trade’ agreements tied the US to agenda 21 policies as well. All Bush Clinton Bush.

I don’t think Obama cares about agenda 21, it will take too long for him, and he is implementing full on global communism without the ruse of ‘sustainability’ that Bush Clinton Bush took.
