Well, if I were the designer, I’d add in “tamper” alarms that would indicate malfunction or tampering.
Maybe put a little transponder at every gas pump, tollbooth, bridge, and cop car, that would indicate someone operating a motor vehicle with a defective, broken, or tampered “black box”.
Naturally it’ll be a crime to drive with a tampered box.
The fixed location transponders, I’d have them read the black box data and ZigBee or otherwise network it to some vast computer that watches everything, for tax apportionment purposes, and compare it to the data in the box when you get your annual safety and road tax inspection.
But then, I’m not one of the system designers, so maybe they won’t think of enforcement issues.

You might want to contact your Representitive and tell them to vote against this bill in the event that it should make it to the floor.
Better yet tell them to kill it in committee.
