The Department of Homeland Security has made news in the past few weeks with the revelations that they have purchased up to 650 million rounds of .40 caliber hollow point ammunition.
Now, despite ignoring requests as to why they need that much ammo, they have moved forward and purchased an unknown amount of bullet resistant booths to possibly be stationed at unannounced checkpoints throughout the country.

This can't be emphasized enough. It must be remembered that if you ask someone to leave your property and they fail to comply, you are thereby under assault and need to treat the offender as such.
That tactic is SOP for these people.

There exists the idea of shooting at quals what you carry, so I fully expect the DHS will shoot buck-a-rounds. However, 450 million rounds? Even over a few years that’s a lot of ammo.

Um...I do and I know they do, too. I only load Speer Gold Dot versus FMJ for various calibers. Even when handloading the ammo is about 40 cents a around versus $1.35-$1.50 on average. The bullets may come a little cheaper in FMJ but not by much. I get Speer Gold Dots at about $11-$14/100, but even a decent FMJ is $9-$12/100. It is difficult to save much more than that. About 10 years ago Gold Dots were $8/100 and FMJ were $5/100, but that has since changed. Everyone in the supply chain is trying to squeeze profits out of every step and component.
I’ll load around 30,000 rounds this year and shoot about half of it. Sometime next Spring, I’ll load more. Throughout the year I look for deals on components but the pickings are slim. I practically bought out the Internet of Speer 44 cal 270gr DeepCurl and I only got 800 bullets. It simply disappears that fast. People are buying everything that can and manufacturers are making more than ever. I have friends in various companies and they have installed loads of new equipment and run the machines days and night. Between all the foreign wars, the FLEO/LEO communities, and private purchases, there simply isn’t enough to go around right now and that is keeping prices of everything high.

Those nearly exact words were said of what the TSA is doing now; strip searches to get on airplanes. Back in the 80’s there was this “nutty idea” conspiracy theorists had that the government would take on airport security and mandate strip searches.
There was also this “nutty idea” that something like the TSA would try to perform roadblocks and railroad station searches, oh, and search high schools and court houses, too. Well, they are doing it and will be doing more of it as time goes by.
As far as the government wasting money, heck, that's SOP from what I've seen over the years.
I forget who got this huge ammo order (ATK?), but maybe they made DHS a helluva deal. Buy in bulk, and maybe those buck-a-bullet rounds aren't a buck a bullet. I have also read where as more and more guv agencies are moving to frangible, from the military on down. Supposedly this partially explains why there is so much Federal M855 to be had right now -- and price is no object when saving the planet (by shooting it up $;-).
Given the number of people Ajnin mentions along with the 5-year time frame for this allotment, and I can see 450,000,000 can get gobbled up. One also has to wonder how much of this will end up in someone's personal stash.
That said, would the current administration, given the right circumstances, be happy to dump as much of this into us bitter clingers as they could get away with? I have no doubt. But that's the rub -- they can't pull it off without putting too much of their own skins in the game. I have no doubt what powerful cretins like Obama and Holder would like to do, but as long as there exists too much potential for "loss of unit cohesion" and other little ugly unpredictables like that, they can't. They might get a pinkie-nail broken; too high a price for these cowards to pay. Ya just have to keep in their heads enough of that nagging doubt.
And so the balance of power is maintained. We live in interesting times.

What concerns me even more than the ammo is the govts control over the media, the ability to shut down the internet and without a Radio Free America, if the SHTF how will patriots communicate without the domestic enemies hearing and reading all communications?
Smoke signals? windtalkers? They can decrypt most anything... How can an effective defense be mounted without communication? Are we going back to carrier pigeons?
What is the govts purchase order for bird shot?
Civil War II? Instead of Blue vs Gray, Blue vs Red States?
What revolution has suceeded without outside help?
Who can patriots count on ? France? Russia? Germany? Mexico?
I don’t doubt that DHS could morph into something more evil. In fact it most likely will. The point I’m trying to make here is that we are missing a lot of what is going on by focusing on something that it mundane and business as usual.
I agree with your statement. The point that goes with that is, wow, 450 million rounds of ammo? What has our government become when it can consume that much ammo? How have we let this beast become so large, with so many employees, that it can consume 450 million rounds of ammo in just a few years? Granted, 450 million rounds doesn’t mean that it intends to use it on us, it simple shoots that much for qualifications, but we have so many employees under arms that it actually needs that much ammo for recurring qualifications. Wow. Just wow.
You make a very good point. Travis brought this up on an earlier thread. A few days ago I looked up how many people are in DHS and it blew my mind to see that there are nearly 200k just in DHS! This is something that needs to be picked apart by us patriots. I’m going to post a thread on my observations within DHS shortly.

Consider a book-cypher (where the message is encrypted by page/paragraph/sentence/word combinations), for this method you get Aw*Nb combinations where Aw is the average # words per book, and Nb is the number of books. The result is an astounding number of combinations.
