The Department of Homeland Security (DHS) and its Immigration and Customs Enforcement (ICE) office is getting an "indefinite delivery" of an "indefinite quantity" of .40 caliber bullets from defense contractor ATK.
U.S. agents will receive a maximum of 450 million rounds over five years, according to a press release on the deal.

Problem is they don't MAKE THEM ANYMORE and nobody wants to sell theirs.
I want three in 9mm and 4 in .40.
It's the perfect block defense weapon before the shotguns have to kick in.
A 180gr, .40cal bullet will leave the barrel at 1300fps. 9mm at 1400fps.
That'll work.

What size mag is KelTec shipping with their 40 cal version of the SUB2000 folding carbine. I got a twenty two rounder when I bought mine.
Ruger PC4. May have to buy used. Not certain they are still in production. My wife has the PC9 (9mm) version. Reliable and accurate.

I might agree except for the fact that this particular round is not a training round. Its a hollow point that is designed for the majority of the explosion to be expelled within several inches of impact. Its a personal protection load plain and simple. If you use this load for training you will ruin your weapon. So now the question becomes why does the DHS need so much of this ammo if its not for training?

Hollow point ammuniton doesn’t explode. The purpose of the hollow point is to absorb material in the center of the round which then pushes the outer wall of the projectile outward, exanding the diameter of the round.
Using hollowpoint ammo doesn’t damage the gun.
DHS does not use “training” rounds. The same rounds used for quaterly qualification are the same rounds used in the field.
There is nothing unusual or nefarious about this ammo purchase. It’s only purpose is to provide ammo for normal quaterly qualification. That is it.
The level of disinformation in your post is amazing. You will not ruin your weapon by firing hollow points. As a matter of fact, the most damaging round you can fire is the FMJ, as simple physics dictates that the harder the material of the bullet, the more wear on the rifling. Even a copper cladded hollowpoint has more give than an FMJ because the dome at the tip of an FMJ adds rigidity and strength to the structure of the bullet.
