CA GOP decries Legislature passing 'shell' bills

SACRAMENTO, Calif.—Republican state lawmakers stood in united but futile opposition Thursday to the practice of approving empty bills that contain no real legislation but will be amended later to include budget legislation.

Democrats, who control both houses, each approved several so-called "shell" bills—the Senate 40 of them, and the Assembly 38. The bills contain no actual budget details but will be amended later to include specific language needed to enact the budget for the fiscal year that begins July 1.

Passing the bills now makes it quicker and easier to approve a state spending plan before the constitutional deadline in June. Republicans in both chambers lined up to oppose the practice, which senators said dates to 2004. The Assembly said the practice goes back even longer, at least to 1993.

Sen. Doug LaMalfa, R-Willows, said the blank bills let Democrats pass the final series of budget "in the dark of night," giving lawmakers little if any time to review the legislation.

Typical Democrats. Now you know why our government is so screwed up. They don’t do what’s right for the country, they do what it takes is remain in power and the more power they have, the better they like it. To hell with the people.

78 in all. That's not "several", that's "many". Six-and-a-half dozen, to be precise.

Outrageous! I left CA in 1973 when I saw the direction it was headed. It is far worse than I ever anticipated.

Approving blank legislative bills is really the same as signing a bunch of blank checks to pocket for later use as opportunities arise. That’s stealing in essence. Theft from the taxpayers as ultimately any legislation will cost, and cost the citizens of the State. Depending on what opportunity the Democrat thief uses the legislative check for it could possibly effect taxpayers outside of California as well.

Californians hopefully are learning a major lesson with these Democrat criminals at large with our checkbook in hand.

These criminals get with some of their BIG donating supporter buddies in Ag, or Aero Space, or whatever, and write in those blanks in favor of them.......I can’t imagine the damage that could be done by these self serving criminal politicians.

The CalGOP is no more than an exclusive social club. What they say and do is of little consequence anywhere outside a golf course.
