Didn’t Pearl Harbor teach you anything???
Did FDR had foreknowledge the Pearl Harbor was to be attacked? I believe so. It was the moment FDR administration was waiting for, according to the military analyst/historians featured in the military channel. U.S. and UK had already cracked the JN25 long before the Japanese attacked.

Ever notice that the aircraft and ships that were bunched together on the airfields and anchoages were, for the most part, already considered obsolete?
P-40s, early B-17s, the battleships with the lattice style masts?

I also believe he knew. But he knew that would get him in the war no matter what and that is what he wanted. He got his wish. What, 400,000 men died on the battle fields because of him in my personal opinion. We may have got into the war sooner or later, but would not have cost us the entire Pacific Fleet to do it.

Libertopian delusion syndrome.
1. Repelling an enemy attack would have sufficed to bring us into war, so there was nothing to gain.
2. The modified JN-25 was not decoded until March. Any historian who doesn't know the difference between Purple and Black isn't fit to grade a Junior High School report.
