I like the “but not enough to change perceptions that the labor market was strengthening” line right behind it, though.
These people will say anything to get Dear Reader elected again.

MSNBC where bad economic news is always “unexpected” yet to us is always expected to be labeled unxpected.

New claims for unemployment benefits unexpectedly rose last week, a government report showed on Thursday, but not enough to change perceptions propaganda that the labor market was strengthening. There, fixed it. A little early to know any one's perceptions.

And if it was a Republican in office right now, the headline would be:
Due to antiquated right-wing economic policies, unemployment claims rose by 8,000 this week, as expected.

We should hold any optimism until we get some perspective on business sentiment because BUSINESSES ARE THE ONES WHO HIRE.
According to Business Insider:
the latest announcement from the NFIB is not good.
The organization that represents small businesses says net new job creation among their members was rather poor in February.
Granted, this is just based on a random 642 member survey, but still, not the kind of confirmatory data you'd like to see.
There was actually a very big decline in the net number of new firms planning on adding workers.
And the number of workers per firm barely gained.
And there was an uptick in the number of firms planning on cutting workers ( here in NY where I live, the largest Investment banks are still in CUTTING MODE ).

But, but, but... the economy's getting better. Both CNN and MSDNC say so.

The number of Americans filing new claims for jobless benefits rose last week, a government report showed on Thursday, but not enough to change perceptions that the labor market was strengthening.MSNBC in 1935: "The Dust Bowl storms continued into their 27th month, but not enough to change perceptions that the drought was ending."
MSNBC in 1945: "The two nuclear weapons convinced Japan to surrender, but not enough to change perceptions that the War in the Pacific was ending."
MSNBC actually has negative-credibility.
