Do not confront shizzy neighbors! My dad went over to confront a guy about his loud music which could be heard all up and down the street. Luckily, the jerk didn't answer his door. About an hour later, a large number of police showed up because he made a violent threat in a telephone call. If there is a problem, call the cops. They might not be able to do anything but it is better then getting shot for daring to annoy a psycho.

No doubt Tyrirk was well known to the police, who were no doubt called many times by local neighbors, and no doubt said local police and/or local judicial system did jackshite about this sociopath, hence fostering his believe in his own invulnerability, hence fostering his increasingly aggressive anti-social behavior to the point of wanton slaughter of innocent neighbors.
