Operation Wetback, during the Eisenhower administration, shipped illegals to Veracruz. That way they had a longer walk to get back to the border.
Some of the illegals were put on slow boats, and died on the trip.
Eisenhower had put General Jim Swing in charge of the INS. Swing moved INS managers away from where they had been bribed or nudged by their local congress critter/business groups, and began raiding- the businesses didn’t get advance notification of the raids.
The raids worked. Most illegals self deported. It was so effective that the Democrat party rewrote the law to create anchor babies.

I'm an American living here in Baja, about 16 miles south of TJ. I see the deportees all the time. I don't think the article said that Mexico wanted us to keep the deportees, it just said they need notice and cooperation. Like the USA, Mexico is not prepared. I have hired a couple of deportee's in my business. They work hard and realize that they or their parents screwed up and never got papers. It takes a while for them to get the funds together to continue south to their home towns, so in the short run, TJ bares the burden of all the transients. I see the crime increase along the beaches, more break-ins for electronic gear that can be sold quickly. No violence to Americans. Except for cartel and drug related killings in TJ, I don't see a lot of violent crimes. Stay away from TJ after 12:00 and you should be OK. Just like you can't go to down town Detroit after midnight. Last summer I saw that there were 38 drug related deaths in Chicago in one weekend. I guess no one is immune from the impact of drugs.
