House Republicans have hit upon a noxious scheme to help pay for an extension of the payroll tax cut: a tax increase on millions of poor working families. A bill passed by the House and now in conference seeks to deny cash refunds under the child tax credit to those who file tax returns using individual taxpayer identification numbers issued by the Internal Revenue Service. Only those using Social Security numbers would be eligible.
The refundable portion of the child tax credit is a life-saver for the working poor. Families that would be cut off by this policy change make an average of $21,000 per year, according to the Treasury Department. They would lose an average of $1,800. About 80 percent of those families are Hispanic. The taxpayer identification numbers are used frequently, though not exclusively, by unauthorized immigrants to pay the taxes because they are not eligible for Social Security numbers. The I.R.S. accepts their tax payments and allows families to claim the child tax credit regardless of immigration status. This policy is an effective antipoverty tool that protects children, most of whom are American-born citizens.
The Republicans who have flatly rejected tax increases on the rich have settled instead on limiting this refund, which kept about 1.3 million children from falling into poverty in 2009.

First, I reject the distortion of the English language in the two words “unauthorized immigrants”, and the follow on premise that most of their children “are American-born citizens”. An Illegal Alien cannot give birth to an American born citizen, another false and deadly premise that needs to be outed by sanity and common sense.
With that in mind, Republican tactics need to focus on the profligate spending above and beyond our means, that is THE problem in DEE CEE. Until there is a budget, the spending continues unabated and uncontrolled. Well maybe not uncontrolled as we know precisely who is controlling it.
The same bunch that in over a thousand days, has not produced a budget.

ADD IT UP A family of four w/ an income of $30,000 a year qualifies for food stamps. Even with a job paying $7.25 an hour, the actual income is $48,000 a year when you add all the govt benefits: food stamps, Medicaid coverage, subsidized child care, school lunch program, Temporary Assistance to Needy Families, subsidized housing, Earned Income Tax Credit, etc.

......a recent analysis entitled, Treasury Department Says Illegal Aliens Collection Billions in Tax Credits, revealed that according to the Department of Treasurys Inspector General, more than $4.2 billion in additional child credits were paid out in 2010 to illegal immigrants. In 2005, the pay outs totaled $924 million. This program allows low income earners to claim a $1,000 per child credit.
EITC claims---can run up to over $3000 per claim. $20 billion is estimated to have been paid out to these cunning "impoverished" illegals. Most of them are collecting over and over again-----using multiple identities-----falsifying apps---claiming children they do not have and/or falsely stating kids are back in their homelands.
If illegals are going to come here to "hardwork", they should pay their "fair share". The taxpayers shouldn't be paying them.
Dont forget the un- earned income credit. Thats where you can get up to $5,700 of tax return dollars for income you didnt earn so were never taxed on.
Thanks for pointing out what I thought was obvious. I don’t mean it the way it sounds. The obvious may not have been to many folks. Indeed, it is the Senate that has gone over 1000 days without a budget submission which should lead to “budget reconciliation” but will not, due to the lack of one from the all wise and knowing Senate. IMHO the most dangerous body of men and women on the face of the earth. In my mind the sense of the senate is nonsense. There, I’ve said it!!!!!!!!!!!!

I like your point and it reminds me of a lesson learned long ago from a wise mother, who repeated and repeated and repeated, the statement, “money does not grow on trees”.
A lesson missing in the lives of millions of those who believe in the magic stash that government has just for them.
