Newt just said he wants a base on the Moon flying an American flag by the end of his second term...what does Ann’s honey-pie have planned?

Serious question, how is he going to pay for the huge build up of the Space Program that such a mission would require? Not bashing the idea, since I am xNasa, but going to the moon and building a man capable base is not going to be cheap (or easy). Cost could be somewhat mitigated by surface mining h3, and who knows what else of value might be found/built there but the initial cost will be huge.
