They built it, but who knows from which country the design was purchased (the article only states that they bought the design from a foreign source). As for materials, Viet Nam does have a steel industry and they also import a good deal of steel.

Went to the BBC page. No picture of the ship but to the right of the article is the picture of the capsized cruise ship. Probably not intentional, but funny none the less.

Vietnam’s air force also unveiled their new airplane. It’s made of paper. I think the new york times. They’re using their people to build a mountain 70,000 feet high so they can launch it.

Nah, it is a gunboat. I did a little checking and the article describes the TT-400TP gunboat. These vessels measure about 177 feet in overall length.
