At all elections except primary elections it shall be lawful for any voter to vote for any person other than the listed candidates for the office by writing or hand printing the persons name on the official ballot. “
I find wiggle room here. The law does NOT state that write ins are NOT permitted for primaries. It states that write ins have to be accepted for all elections, but then provides that the primary can make an exception-not that it HAS to make an exception.

The obfuscation is likely deliberate. They don't want to make it too obvious that the party is free to decide whether or not to accept write-in votes.
