Botched raid costs Minneapolis $1 million

The Minneapolis City Council approved a $1 million settlement Friday after a botched drug raid in 2010 in which an officer threw a "flash-bang" grenade into a Minneapolis apartment burning the flesh off a woman's leg.

The payout to Rickia Russell, who suffered permanent injuries, was the third largest payout for alleged Minneapolis police misconduct on record.

On the night of Feb. 16, 2010, 18 officers were executing a search warrant on the apartment at 5753 Sander Drive based on a tip that narcotics were being sold at the address by someone named David Conley.

In what Bennett called "a cascading series of errors," a Minneapolis police SWAT team smashed down the door with a battering ram without warning, when the search warrant police had obtained required officers to announce themselves before entering.

Police had applied for a "no-knock" warrant but did not get it, Bennett said.

Police insist they shouted "search warrant" before knocking down the door, according to police reports, and say the grenade was dropped on the door threshold and not rolled toward Russell.

Russell testified in a deposition that she heard a loud noise, the door flew open & police tossed the grenade in her direction.

"It blew up ... it was just a big boom, it was just light. The flash kind of blinded me ... There was dust."

On police orders, she lay face down on the floor and officers handcuffed her. Then she noticed her leg was burning and told Bogan, who was lying down next to her. When Bogan tried to tell officers about Russell's injuries, she said they told him to shut up.

Russell was arrested on a misdemeanor for having a "disorderly house" but never charged.

Other police departments in the Twin Cities area are also some real turkeys.

Like the Richfield Police Stormtroopers? The stories I could tell about those idiots would make you wonder if calling the police for help is a good idea. It's a shame though, I've meet many excellent LEO's around the world, and it's just a few that have left such a sour taste in my mouth.

You’re spot on. Bouza was the East coaster that said Minneapolis didn’t have a gang problem, while the ViceLords and Bloods were running wild all over town.
I recently moved out of Hakeem Ellison’s third world hellhole, and am not looking back. It will not get better.

Recurrence CANNOT be deterred if city tax-payers always pick-up the tab. Think about it:

“OK we gotcha for speeding, and to make sure it doesn’t recur, we hereby charge the CITY $300...”

Would that deter YOU? It wouldn’t deter me. And that’s why the cops make it, “Pay as you pollute” —the person who performs the tort must PAY. And we should do the same for the cops:

If a cop REALLY wants to join an entry-team and jump around in the ninjya kook gear and he’s a GOOD GUY, then let him post a, “Break Bond” —he takes pays for an insurance policy for $250,000 or something, in case he shoots someone’s dog needlessly or, say, drives over an orphanage with the SWAT A.P.C.

What’s the problem?

I mean...after all IF THEY DON’T PLAN TO DO ANYTHING WRONG, THEN THEY HAVE NOTHING TO FEAR.

Dead wrong.

The populace directly elects the municipal government that employs and directs the gendarmes.

Some local populaces are so damned stupid that they will not install a different sort of law enforcement until they are so broke they can't replace washed out bridges or keep the water utilities functioning. They fully deserve to be that broke for their idiocy.

No, the citizenry is not getting anything unfair, and this is what it takes to deal with idiots.
