Walmart is often used as a place for homeless families to stay warm on cold days. They buy some drinks or a sandwich every couple of hours and don’t linger too long in any one area, and they are in a safe, warm place until their shelter area opens up.
It’s often a kindness by the managers as long as they aren’t stealing or making a disturbance. But when you see someone opening containers... yeah, you need to confront at that point.

This would be a great test of the asset forfeiture law. Let’s have the county sheriff claim Walmart as his office’s property.
