If you disagree, then should the fee simply be mandated as a tax? I disagree. They chose not to pay for Fire Department support. And they didn't get it.

This are usually volunteer fire departments, they are not run by a government agency. They will save lives if you have not paid but not your stuff.

There might be a better way for the fire district to handle these non payers. Show up and fight the fire as best they can. THEN send the homeowner an invoice for the full cost. Hell, maybe even a little profit added on. If the home owner doesn't pay after 30 days, then file a lien against the property. It may take a while to get paid, but I am sure the courts will be very friendly when the property is sold or the lien is foreclosed on.
This way there is little or no adverse publicity and the fire district will eventually be made whole.

Note: THE FIRE FIGHTERS DID THE RIGHT THING. If you have a problem with them lettting the mobile home burn, then you are a nanny stater.

Communities get free labor with a volunteer force but the companies need $ to maintain equipment buildings etc
If it wasn’t a volunteer force they would be paying taxes much higher than the fee

The people in the city pay taxes for the fire fighters. Those who live outside the city do not pay taxes and have the option to pay the fee for fire services. It is pretty simple. The city fire department could just refuse to cover anyone outside the city and let them handle it on their own. After all this bad publicity, I wouldn't be surprised to see them do that.
If the people outside the city don't like it they can be taxed to pay for their own fire department or taxed to pay for the city fire department to expand its coverage.
Where I live, the rural areas generally have taxpayer paid township fire departments (usually volunteer except for a couple bosses) which also serve the villages and smaller cities within the townships rather the small cities having their own which optionally cover the countryside.

If true, then the Homeowner’s policy would mandate that the fee be paid in order for the insurance to be valid.
