President Obama says millionaires are ready to dig into their pockets and pay higher taxes.
The commander in chief pushed his $447 billion jobs bill during his weekly radio and internet address on Saturday, which would be paid for by an added tax on Americans who make at least $1 million a year.
These are the same folks who have seen their incomes go up so much, said Obama. I believe this is a contribution they re willing to make.
He cited a new report by the Congressional Budget Office as evidence that the plan to create construction projects and tax breaks for employers is critical to stimulate job growth.
The report found that average after-tax income for the top 1 percent of households increased by a whopping 275% over the past 30 years. In contrast, middle-income households saw just a 40% increase, while the bottom tier saw an 18% jump.

A duel rate system does not need to be complicated. You could have two sets of tax tables: one for the current (with Bush tax cut) and one for the proposed (sans Bush tax cut, or whatever other rise is suggested). Just as you can tick a box for contributions to campaign funding, you can tick a box that says you will be using the second (higher) tax table.
All other tax law and forms would remain unchanged. Except for the tax amount pulled from the tables, all calculations would remain unchanged. Anyone could tick that box, there would be no penalty for not ticking it. Gates, Buffet, and all those other billionaires could pay to the hearts content. Indeed anybody who wanted to pay extra could. The idea is hardly original but is certainly easy to implement.
If you wanted to add complexity, you could add boxes that would direct your extra tax payment to, the jobs plan, debt reduction, or general government.
