An El Paso, Texas, man pleaded guilty Friday to starting the Last Chance Fire that ripped through a section of the Lincoln National Forest and threated the community of Queen. Rodrigo Ulloa Esquivel, 29, admitted that on April 24 he set toilet paper on fire near a campsite in Last Chance Canyon in the Guadalupe Mountains. A stiff wind spread sparks starting a fire that quickly grew beyond attempts fo Ulloa and a his companions attempts to contain it...

You dig a hole, do your business, wipe, and put the toilet paper in the hole with your "profits" and cover it up.

Not sure of the preferred cleaner of the southwest but snow balls are the premier wipe where available. Yes snowballs!
I have spent a lot of time on rock and ice in the mountains where you have to pack everything in, extra weight is to be avoided. If I am loading extra , it will be a nice salami or a half dog,not TP.
Having been with a few devout TP users, after a few days you do not want to be behind them on the trail or in the same tent.
TP is a temporary solution just one step above the left hand.

An idiot Burning toilet paper on a very windy day is what started the “49er” fire. That fire burned 33700 acres and destroyed 312 structures September 11th, 1988. (Near Grass Valley, CA.)
