Secretary of Defense Leon Panetta said recently that al Qaeda terrorists may regroup in Africa, and that is why the U.S. is sending 100 Special Forces troops to one of the most violent places on Earth.
The first 40 Americans have arrived in the region that includes South Sudan, scene of a long running civil war, and the Congo, site of the deadliest conflict since World War II.
CBS Evening News anchor Scott Pelley sat down with Panetta, who said the Americans will train local forces to fight terrorists, including al Qaeda.
Pelley: You're sending a hundred troops in, roughly. Is that the beginning of many more?
Penetta: We are all very careful about making sure that no mission like this expands beyond limits, and that we keep a tight reign. And for the moment this is more than adequate to meet the mission that we're assigned.
Pelley: Why now?
Panetta: The longer you delay, the longer you avoid trying to assign some assistance there, the more dangerous these groups become and the greater the instability that develops there.
Pelley: Did you have reason to believe that this part of Central Africa was becoming a haven for terrorism?

You really need a wide ranging discussion in America on how you intend to fight the War on Terror.
Since you are not willing to commit your troops to all theaters, you’ll have to work through partners and these partners will make demands on US military resources.
For example, most of you don’t know that Uganda has 5,000 troops in Somalia battling Al Shabab. Do you think that your drones alone killed Al Awlaki in Yemen? The intelligence provided by the Yemenis was very valuable there.
Wake up and smell the coffee!! Do you think you can make use of a dictator’s armed forces without him making demands on yours?
If your going to fight against terrorists with minimum loss of American lives, you’ve got to get in bed with a lot of very unsavoury characters. Nothing comes free.

And don’t tell me that only the democrats do this sort of thing - Bush sent Guatemalan Special Forces to wipe out this guy in 2007, they failed and the Ugandans insist on the real thing.
After President Barack Obama announced earlier this week that he would be sending American troops into Uganda, WND uncovered billionaire activist George Soros' ties both to the political pressure behind the decision and to the African nation's fledgling oil industry.
Soros sits on the executive board of an influential "crisis management organization" that recently recommended the U.S. deploy a special advisory military team to Uganda to help with operations and run an intelligence platform, a recommendation Obama's action seems to fulfill.

Just imagine the reaction from the State-Run Media if Bush or Cheney had made such a statement.
Can you imagine the quotes from the Reverend Jessie Jackson, or the chairman of the Congressional Black Caucus?

ChevronTexaco, Halliburton and ExxonMobil have much to gain from Uganda than George Soros. (Important factoid: during the Angolan Civil War, CUBAN troops guarded Chevron installations).
Please understand that there is a lot more to the World than the internal politics of America (I know election season is around the corner). Obama’s activities are consistent with US policy on Africa (which you can obtain from the State Department website) and the mission of Africom.
