Philadelphia Mayor Michael Nutter last week sent a letter to members of Mayors Against Illegal Guns encouraging them to support efforts to allow local governments to determine their own firearm carrying laws.
Nutter is a member of Mayors Against Illegal Guns, which has already created a 10-point code for gun shop owners to do their part in preventing illegal carries, and is calling on citizens to rally against H.R. 822 National Right-to-Carry Reciprocity Act of 2011.
"Congress is debating a law that would eviscerate the ability of individual states to decide who can carry a hidden, loaded gun," he wrote. "It would force every state to honor concealed carry permits from every other state, no matter how low they set their standards."
Police Commissioner Charles Ramsey has posted a public petition on the White Houses We the People website, which the Obama administration will weigh if it gets 25,000 signatures.
"Here in Philadelphia, weve made too much progress on tackling homicides and gun violence to have it undone by this law," Nutter's letter reads.

The Pennsylvania Constitution is pretty specific in regards to the rights of the citizens:

Unless Mr. Nutter wants to secede from the Commonwealth, it would seem as if he needs to first go for a constitutional amendment.
An armed law abiding citizen is the only thing they are afraid of. It gets in the way of thier want, need and ability for total control.
How about a new group called Citizens Against Tyrannical Mayors?
They despise legally armed citizens because their existence is a bold statement that the Constitution means something, and citizens have some level of independence from the State. As Machiavelli said:

Here’s their 10-point code:
1. Videotaping the Point of Sale for All Firearms Transactions. Participating retailers will videotape the point-of-sale of all firearms transactions and maintain videos for 6 months to deter illegal purchases and monitor employees.
2. Computerized Crime Gun Trace Log and Alert System. Participating retailers will maintain a computerized log of crime gun traces relating to the retailer. Once the program is in place, if a customer who has a prior trace at that retailer attempts to purchase a firearm, the sale will be electronically flagged. The retailer would have discretion to proceed with the sale or stop the sale.
3. Purchaser Declaration. For sales flagged by the trace alert system, participating retailers will ask purchasers to fill out a declaration indicating that they meet the legal requirement to purchase the firearm.
4. Deterring Fake IDs. Participating retailers will only accept valid federal- or state-issued picture IDs as primary identification. Retailers will utilize additional ID checking mechanisms.
5. Consistent Visible Signage. Participating retailers will post signage created by the Responsible Firearms Retailer Partnership to alert customers of their legal responsibilities at the point-of-sale.
6. Employee Background Checks. Participating retailers will conduct criminal background checks for all employees selling or handling firearms.
7. Employee Responsibility Training. Participating retailers will participate in an employee responsibility training program focused on deterring illegal purchasers. The Responsible Firearms Retailer Partnership will create an online training system based on Wal-Mart’s training program.
8. Inventory Checking. Participating retailers will conduct daily and quarterly audits. Guidelines will be based on Wal-Mart’s firearms audit check procedures.
9. No Sales Without Background Check Results. Participating retailers would prohibit sales based on “default proceeds,” which are permitted by law when the background check has not returned a result within 3 days.
10. Securing Firearms. Participating retailers will maintain firearms kept in customer accessible areas in locked cases or locked to racks.

1. DIRECTIVE 137, ENTITLED FIREARMS IS BEING UPDATED CONCERNING THE PENNSYLVANIA OPEN CARRY LAWS REGARDING THE CITY OF PHILADELPHIA. THIS TELETYPE REFLECTS THE NEW POLICY AS IT WILL APPEAR IN THE DIRECTIVE.
2. ALL OFFICERS SHOULD BE AWARE THAT PENNSYLVANIA IS CONSIDERED AN OPEN CARRY STATE WITH THE EXCEPTION OF PHILADELPHIA. IT IS IMPORTANT TO DEFINE A FEW TERMS USED, WHICH ARE AS FOLLOWS:
OPEN CARRY REFERS TO THE ACT OF OPENLY AND VISIBLY CARRYING A FIREARM ON ONES PERSON.
OPEN CARRY STATE REFERS TO A STATE THAT ALLOWS PEOPLE TO OPENLY AND VISIBLY CARRY A FIREARM ON ONES PERSON WITHOUT A SPECIAL LICENSE OR PERMIT.
CONCEALED CARRY FIREARMS LICENSE REFERS TO A SPECIFIC LICENSE ISSUED TO AN INDIVIDUAL AUTHORIZING THE PERSON TO CARRY A FIREARM CONCEALED ON HIS OR HER PERSON OR VEHICLE.
3. IN PHILADELPHIA, UNLIKE ANY OTHER PART OF THE STATE, FOR ANY PERSON TO LAWFULLY, OPENLY AND VISIBLY CARRY A FIREARM, THAT PERSON MUST HAVE A CONCEALED CARRY FIREARMS LICENSE. SO, IN PHILADELPHIA, IF A PERSON HAS A VALID CONCEALED CARRY FIREARMS LICENSE, HE OR SHE CAN LEGALLY CARRY A FIREARM EITHER OPEN AND VISIBLE OR CONCEALED.
4. AN OFFICER ENCOUNTERING A PERSON CARRYING A FIREARM OPENLY IN PHILADELPHIA SHOULD FOR THE SAFTEY OF PUBLIC INVESTIGATE AS A POSSIBLE VUFA VIOLATION.
A. SINCE A SEPARATE LICENSE IS REQUIRED IN PHILADELPHIA AND IT IS IMPOSSIBLE FOR ANY OFFICER TO KNOW WHO DOES AND DOES NOT HAVE A VALID CONCEALED CARRY LICENSE, IT IS ENTIRELY REASONALBE FOR OFFICERS TO TEMPORARILY DETAIN AND INVESTIGATE ANY INDIVIDUAL CARRYING A FIREARM EXPOSED TO DETERMINE IF THE PERSON IS OPERATING WITH THE LAW.
B. IMMEDIATLEY SEIZE ANY FIREARMS FOR OFFICER SAFETY DURING THE STOP AND UNLOAD THE FIREARMS IF POSSIBLE, BUT ONLY IF IT CAN BE DONE SAFELY.
C. A 75-48A MUST BE COMPLETED AND THE BASIS FOR THE STOP WOULD BE A POSSIBLE VUFA VIOLATION
D. ONCE THE OFFICER RECEIVES CONFIRMATION THAT THE CONCEALED CARRY LICENSE IS VALID, AND THERE ARE NO OTHER OFFENSE OR VIOLATIONS BEING INVESTIGATED, OFFICERS SHOULD RETURN THE FIREARM AND AMMUNITION BACK TO THE INDIVIDUAL AT THE END OF THE STOP.
E. HOWEVER, IF THE INDIVIDUAL CANNOT PRODUCE A VALID CONCEALED CARRY LICENSE OR THE LICENSE IS NOT VALID (I.E. EXPIRED OR REVOKED), PROBABLE CAUSE THEN EXISTS TO ARREST THE INDIVIDUAL FOR THE VUFAVIOLATION AND TRANSPORT THE INDIVIDUAL TO THE DIVISIONAL DETECTIVES FOR PROCESSING. THE FIREARM AND AMMUNITION SHOULD BE PLACED ON A PROPERTY RECEIPT (75-3) AND MARKED AS EVIDENCE. A 75-48A FOR THE INITIAL STOP MUST BE PREPARD ALONG WITH A 75-48 FOR THE VUFA ARREST.
ALL COMMANDING OFFICERS/DEPARTMENT HEADS WILL ENSURE THAT ALL PERSONNEL UNDER THEIR COMMAND ARE MADE AWARE OF THE CONTENTS OF THIS MESSAGE BY HAVING THE OFFICER SIGN THEIR TRAINING MATERIAL RECEIPT/RECORD. (75-578)

Why not get those citizens to carry recall petitions to remove the gun grabber from office? Make an effort to secure liberty instead of more tyranny.
