........To take a step back and view the big picture: Of 1.3 million college students in Texas in 2010, 1.2 percent (16,476) were illegal immigrants receiving tuition breaks through the affidavit route. (The even bigger picture: Texas’ 1.65 million illegal immigrants made up 6.7 percent of the state’s total population in 2010, according to the Pew Hispanic Center.)
Stated another way, only 1 percent of Texas’ illegal immigrants got the in-state rates in 2010. And of those, 73 percent got an average reduction of $2,600 or less; the remaining 27 percent average closer to $10,000 per year.
So let’s return to Romney’s statement: "Four years of college, almost $100,000 discount if you are an illegal alien (and) go to the University of Texas."
For the 612 affidavit students at the University of Texas last year, Romney’s figure of $22,000 per year is approximately correct, even a bit low; but quadrupling the real average adds up to $90,800 over four years, not $100,000.
Not only is that UT tuition break the very highest that Romney could have cited among Texas public universities, it went to only 4 percent of the illegal immigrants who received in-state tuition rates last year.
The vast majority of affidavit students in Texas last year got an average in-state tuition reduction of $1,600 to $2,600. If they got that rate for four years, the total "discount" would be $6,400 to $10,400. And that group of 12,028 community college affidavit students made up less than 1 percent of the 1,364,911 college students enrolled in Texas last year.
Romney’s $100,000 figure is only $9,200 off the mark for the University of Texas, but with 73 percent of affidavit students receiving $10,400 or less over four years, his choice to use UT as an example gives a skewed representation of the reality of illegal immigrants seeking college education in Texas…..” PolitiFact-Texas

A fence hasn’t stopped the flow of illegals up til now, so why build the world’s longest fence? They just jump over it or dig under it, trying to escape that beautiful country called Mexico.
As a resident of San Antonio, there are likely a good number of illegal immigrants that live nearby and work nearby. If you say, when these folks actually bring their children across the border illegally - that the children should be punished, you ARE heartless SOB’s. The parents are to blame. These children of illegal immigrants live in Texas - and you believe they shouldn’t get in-state tuition? I don’t really understand. It’s not like these poor kids have a choice of where they live. Perry isn’t endorsing illegals -he’s simply not punishing their kids.

Sorry, Perry’s “heartless” comment is an appeal to emotion. He wants people to stop thinking about the practical nature of what’s going on.

You ignore that much rational thought and debate was given to the law years ago before it was passed by all (mostly Repubs) but 4 of TX state legislators... supported by TX Chamber of Commerce and others.
Some of the objections to the law seem to be made on an emotional level rather than rational thought!...simply that they are illegal immigrants; some brought here as infants.
You have the right to think you know better than the people who know a lot more about it than you do, but those of us who disagree with your opinion have the same right.
The argument that it is an incentive for Mexicans to come to TX so that their kids can get instate tuition is laughable. If anything, hopefully it is an incentive for the ones already here, who have gone to TX public schools free K-12, to get a higher education and not become more prison inmates...which costs a lot more than instate tuition.

I “ignore” nothing. I’ve tried to engage Perry supporters about the “no cost to taxpayers” for some time now. I can’t get them to. When I dispel the notion that sales taxes are the sole source of funding for TX education, I’m met with crickets.
Perry was on a national stage calling any who disagreed with TX’s decision to pander to illegals “heartless”.
That is simply an appeal to emotion. To stifle rational debate at a national level.
I don’t care if they were brought here as infants, or anything else. They’re not citizens and ignoring the rule of law is just plain wrong. They’re getting benefits that TX and American citizens have, are and will be paying for in order to subsidize their education.
Texas has sown the fields, we’ll just have to wait and see what Texas reaps.
I’m not pontificating from some ivory tower either, we’re fighting very similar legislation in CA. So I’m keenly and painfully aware of the coming realities towards Americans wanting to attend school in their home state.

Because their free education has ended and they are now at least paying tuition to attend school! That's how I look at it. And hopefully will help keep them out of trouble.

TX education is funded with sales taxes AND property taxes to the local school districts. Community colleges I think have a tax...not sure. Most illegals go to their community colleges.
Personally, I think a lot of the uproar over "heartless" is because a lot of people object to instate tuition BECAUSE of an emotional resentment, hatred for illegals. But every issue has its pros and cons and people aren't willing to look at both sides of this one. Free K-12 is what brings them here...not instate tuition for college.
BTW, I hate illegal immigration! I hate hearing Spanish in stores. I also hate that the people living in the projects on welfare are having more babies to get bigger checks...and they are not illegal immigrants but the 2nd or 3rd generations on the gov't teat!

I respectfully disagree about the “free education ending”. There is going to be a need to make room for more students. This means infrastructure and teacher spending increases.
Or, like I asked another, is this a “zero sum game” where there are no increases in enrollments? If so, which kids get left out?

Start at page 20 (of 50) of the document to see where the “revenue” for TX education comes from. See Exhibit 9 for a breakdown of where the funding comes from. Hint; it’s not just sales taxes. In fact, “general and local revenue” only account for about 6.4% of the funding. Also note the federal funding piece of that pie exceeds those two categories combined.

Living in CA for the past 16 years has taught me that I have to remain “heartless” if I’m to maintain my sanity. That’s all the liberals have out here, is touchy, feely nonsense to sell their socialism. I am forced to use reason, not emotion.

Well, Liz, you’re simply reinforcing the point that the FEDERAL GOVERNMENT is the BIGGEST obstacle to stopping illegal immigration. This fixation on the symptoms isn’t going to cure the disease. As president, Perry, Cain, or Bachmann would secure the border. I’m not convinced that Romney would secure the border, as we know, he has a long-standing habit of changing positions.
Education is paid for in Texas via Property Taxes. About 3/4 of my annual Property Tax bill is directed to School district and colleges. :)
While we don’t have income tax here - major metro area property tax rates are high because of Education.
