That incendiary line of attack in the free-for-all among Republican presidential hopefuls begs for a deep breath and a dose of rational reflection.
Since 2001, Texas has allowed students to qualify for in-state college tuition if they've lived in the state for three years leading to high school graduation, completed their studies for a diploma or a GED, and enrolled at a public higher education institution.
Citizens, legal residents and other immigrants can get lower rates under the law. Students who meet the criteria but aren't U.S. citizens yet must file a statement that they intend to seek legal status.
The policy, which won widespread support in the Legislature before getting Perry's signature, has moral, practical and financial dimensions.
Support has come from the influential Texas Association of Business and chambers of commerce, as well as educators, the Texas Catholic Conference and civil libertarians.
In 2009, Texas Attorney General Greg Abbott upheld the law. This summer, the U.S. Supreme Court also rejected a challenge to a similar law in California.

Since Texas' southern border is the Rio Grande River, just where would you build a complete fence? Since it can't be built in the middle of the river, for all practical purposes you would be ceding the entire 1200 miles of river to Mexico.
What about the land owners along the river. Are you willing to cut them off from irrigation and livestock water and leave them high and dry? This would result in years of litigation, regardless of the state's power of eminent domain.
The cost of building a fence in the rugged, isolated Big Bend country would be astronomical. The transportation cost alone would be prohibitive.
Go to Utube and watch videos of illegals scaling the AZ fence. One shows two women w/o a ladder going up and over in 18 seconds. As one poster put it, "a fence is only a speed bump unless you're prepared to use deadly force once they're over". Since this isn't going to happen, we'll STILL need "boots on the ground" regardless.
Texas has already spent 400 million and has doubled the budget this year for border security in a time of cuts.
The cost of buying the land necessary for a 1200 mile fence, fighting lawsuits, building and maintaining said fence would cost billions of dollars. And we'd STILL need those "boots on the ground". As a Texas taxpayer, I'm not willing to foot the bill.
The crime they commit is staying in the county illegally after 18. Boom, done goodbye.

Yes. There’s a difference between a legal citizen and someone who is not. If you don’t do your part then you shouldn’t get any breaks.

That is a very good point. One that I had never contemplated. And I was never for a fence btw, boots on the ground (jets, helicopters, tanks, and UAVs) is the only way to go.
Gee, why are Palin and Christie so soft on the children of illegal aliens, and why is Perry so heartless that he actually makes them prove that they have resided in the state and are on a path to citizenship?

What point is there arguing about what SHOULD happen. Let's deal with reality. They are not going to be deported. Not ONE candidate or maybe candidate has advocated mass deportations.
The United States Supreme Court as ruled that all states MUST educated children of illegals through high school. And only one state in the union bars illegals from enrolling in college and that state is South Carolina. Forty-four states allow illegals to pay in-state tuition.
Texas rules are now HARDER than they were before.

It is sad to see you political bias cloud your understanding of Governor Rick Perry. In fact, you should be pointing the finger of blame at the true cause of our immigration problem: The Obama Regime. Each illegal in this country is a vote for Obama's reelection. Do you get the connection?
If Governor Perry were elected President, he would immediately bring federal troops and all the technological resources of our military on to that border and shut it down. He has said over and over that the only way to seal that border is to bring "boots on the ground." He has said it loud and clear and you pretend you did not hear it. You act like he is clanging a bell and calling them over the border, with maidens with baskets of goodies to hand them as they cross over. You do not hear the desperation in his voice as the Obama Regime continues to ignore his requests for more help on the border. You do not seem to give a damn that Texas has had to foot the bill for whatever border security they get. And all you do is criticize because the people of Texas don't cough up the billions of dollars to do immigration control like click-o prest-o magic.
Well, to do immigration control right, it's going to take some real work and it's going to take some real money that the people of Texas don't have. They are busy spending that money on the illegals that they do have in the state. Besides, it is the Federal Government's responsibility to secure the border as outlined in the Constitution.
So, let's get off Governor Rick Perry's back and start pointing the finger at the Obama Regime.
