He’s right. Pass the FEMA bill and then offset it when the Continuing Resolution comes about.

The entire concept of FEMA, of course, is way outside the enumerated powers of the Constitution, but shutting it down now would be political suicide.

IMHO, the proper action would to release the necessary funds without offsets --- BUT, with the message that no further business would be conducted by the House until the expenditure has been fully offset by cuts elsewhere.

The offset was so Cain's precious grand-daughter wouldn't have to carry the debt for the democrats payoff to the unions.

Unfortunately there is no 'later'. The House has no leverage except a crisis such as the current one with the Continuing Resolution bill. 'Later' can only happen when we get to the next Continuing Resolution bill and there will surely be some crisis element to that one as well.

Not that it matters. The GOP will fold on this one and all the rest until sometime in early 2013.

Something about Mr. Cain not seen in him before needs to be recognized here.

Basically Mr. Cain is saying give in and trust that the Dems will cut the spending they initiated before the elections of 2010.

If he is so ready to sell out the fiscal conservatives in Congress, then how exactly is Mr. Cain different from old-line Republicans moderates?

Take a break and see just what the republicans recommended for the offset - the same boondoggle program that wasted a half billion dollars on Solynone (sp), with something like 60 billion that hasn’t been spent/wasted.

Common sense has to go with this as well - we’ve done tooooooo much of spend it now - off set later, except the “later” has turned into “never”.

It’s not what I would do, but I can see his reasoning. In short order, the GOP is going to start looking past this President and this Senate and start planning for Jan 2013.

I think thats premature, but I don’t think its un-Conservative.

As a political move, I don’t think the positives outweigh the negatives, but I don’t think its a misstep so much as I just dont agree on an issue where there is room for disagreement.

The problem with deferring cuts is that we know that deferred cuts never happen. In fact, not only should the cuts be front-loaded, they should be made at a 2-1 ration to additonal spending.

In a sane world Cain would be right.

But inside the beltway doesn’t qualify as part of the sane world.

A reasonable proposal such as the one he makes is seen as a sign of naivete and weakness.

Sad to say, if Cain was elected president, the professional pols in Washington would strip him to the bones before the week was out.

Recall how Dubya went to Washington with his “Compassionate Conservatism” thinking he could get democrats to act humanely and professional by cooperating and compromising with them.

They took what he offered, stole everything else they could, then defecated on the carpet on the way out the door where they proceeded to call him foul names and laugh at him for being weak.

He never did learn - even after eight years he still let them walk all over him. Maybe he was just a nice guy but if so, it worked against him.
