The state constitution assumes that the governor and the Legislature will pass one state budget each year, and that's the way it worked for many decades.
It's been proposed from time to time that the state go on a two-year budget cycle that coincides with the Legislature's biennial sessions, on the theory that it would result in more comprehensive and forward-looking fiscal plans.
However, the Capitol has been going the other direction in recent years as governors and lawmakers wrestle with chronic budget deficits. It's been on roughly a five- to six-month budget cycle.
The Legislature passes a budget, but only by including off-the-books loans, questionable revenue estimates and accounting gimmicks. Within a few months, it falls apart and has to be reopened and "balanced" again with more of the same stuff, only to implode once again a few months later.
This year's version of the budget game differed from those of the past only in that the six-month cycle was institutionalized.
After Gov. Jerry Brown vetoed the Legislature's first budget thereby triggering a legislative salary cutoff under a new voter-approved law a revised and supposedly balanced alternative was enacted.

Let the state layoffs begin. How about 10% layoffs, 10% salary cut for those who remain, and major restructuring of the state pension plan?
Governor Moonbeam is completely out of his element and close to being overwhelmed by the mess that is Kallyfornea. He has a snowball’s chance in hell of pulling the State out of its nosedive and there is no telling what will be left by the time the voters are done with him and elect the next incompetent in line.
Rx for California:
Get rid of the death-hold majorities of the democrat party in Sacramento.
Fire Moonbeam.
Declare bankruptcy, cancel and restructure all public pensions.
Fire every public employee parasite.
Outsource everything (works elsewhere).
Vote out all environmental laws, replace with select key laws.
Texas style Rick Perry tort reform.
All illegals arrested and placed next to border. If they want to deport themselves be my guest.
Bill Mexico for all services to its citizenry.

Not as long as the House is run by the GOP. The rats were able to get their phony "stimulus" package through and dump most of those billions into the failing Democrat money laundering operations known as "union pension funds", but that type of thing won't fly in the GOP House - - at least not without serious consequences for any Republican scum who would support it.

CA is hopeless with a legislature this insane, insanity that has built over 40 years of one party domination.
I’m sorry, but putting what amounts to a band-aid on a massive wound is just not going to stem the hemorraging.
It’s going to take a lot of what Sacramento doesn’t have any of, courage to actually cut the spending. Not the shenanigans they engage in each and every year. Compounding the problems from the previous years.
Just sitting here waiting for the coming collapse.
