A giant, semi-submersible oil rig en route from Singapore will probably be drilling in the Florida Straits between Key West and Cuba in mid-December. The rig could arrive earlier, but Repsol, the Spanish oil company, wants to wait until after hurricane season ends before it begins drilling. This latest report on the progress of the Italian-made Scarabeo 9 oil rig comes from Lee Hunt, the chief executive of the International Association of Drilling Contractors, who just returned from a trip to Cuba last week as part of a joint delegation with the environmental group, the Environmental Defense Fund. Hunt also said that Repsol plans on having one well drilled by the end of the year. Read more at the Miami Herald.

Also, LOST allows the US and other nations to claim more than the 200 mile EEZ if that nation can demonstrate that the shelf extends out beyond 200 miles

Texaco (now Chevron); Atlantic Richfield (now BP) and Standard Oil (now XOM) had assets in Cuba in 59 when they were nationalized by Castro. I cannot determine if these were exploration companies, refineries, or retail distribution facilities. Their combined value was around 65 million in 59 with the Texaco Latin America claim composing about 80% of the total.
I am sure the Chinese company now operating there is using some of the legacy remnants of those assets.
I guess Barky will not mention this anytime soon as most of the public probably cannot find Cuba on a map nor do they know how close it is to the US.
And not a single word about this in the local paper, a wholly-owned subsidiary of the NYT. They're all such big fans of Cuba; makes you wonder why not...

Were it not for the embargo on Cuba, US oil companies would be developing the North Cuban Basin.
The GOP will not end the Cuban embargo because if they do, they will lose the Cuban American vote in Florida and if that happens, Florida would likely shift from a swing state that leans republican to a democrat state.

Offshore drilling is determined by what the state wants.
If Florida doesn't want offshore drilling, there will be no drilling offshore Florida. Same with all the states.
You know why? Because Florida doesn't make a dime off of the royalties, and if there is a spill, that would have a significant impact on the economic engine of Florida's coast. The cost outweighs the benefit, by a long shot
Back in the 90s, there began an attempt to implement royalty sharing or revenue sharing where by a coastal state would share the federal royalty with CARA and CARA 2000 but those failed.
In 2006, it was the GOM Energy Security Act that gave royalty sharing to TX, LA, Al, And MS.
Now, the mid-Atlantic states are considering offshore drilling only if they get royalty sharing, drilling is beyond 50 miles, and drilling only for natural gas.
