The Indian Council of Medical Research (ICMR) has told Andhra Pradesh and Gujarat to immediately suspend the cervical cancer control vaccination programme for girls. The programme is part of a two-year study to look into the utility of a vaccine in public health programmes and acceptability of Gardasil, the human papillomavirus (HPV) vaccine made by Merck. Gardasil, available in medical stores across the country, is marketed in India by MSD Pharmaceuticals Pvt Ltd.
The programme was marred by controversy after four deaths and complications among 120 girls were reported after vaccination. The girls complained of stomach disorders, epilepsy, headaches and early menarche. Women activists fear the vaccine may impact the mental health of girls who have shown no signs of distress so far.
Health ministry sources said the vaccination programme is being conducted by Gardasil, jointly with PATH, a Seattle-based NGO, ICMR and the two state governments. About 32,000 girls, aged 10-14, were to be tested in the study.

Most women are living substantially more than one year. They are not getting the vaccination every year.

Not abstinence that would imply that people are of a higher order than mere animals and that they can use their intelligence and education to make a “Choice” not to engage in sexual activity that endangers their life.
The proved amount of deaths is ZERO. Also the drug is administered once, not every year. Every year women die from cervical cancer and a much larger percentage suffer from genital warts.

Your comparison is invalid, disingenuous, or deceptive.
Having an opt-in policy implies/assumes/operates that if the person has not explicitly signed up for something, THEY DON’T WANT IT and THEY WON’T BE GIVEN IT.
It is the opposite of the OPT-OUT policy.
Opt-out requires a person to say no (and they don’t always know they can say no). Opt-in requires the other side to assume “No” unless the person has explicitly said yes.
For certain things that are non-life-threatening (ie not trauma/er stuff), optional medical treatments, I’d rather have the opt-in approach.
Just explain to me why you’d rather have anyone, assume that you automatically want optional, non-life-threatening medical procedures? Would you not rather they not automatically think you want it, and after a duscussion you say an explicit “yes” to it?

The OPT-IN policy as you have described it is THE FREE MARKET, CAPITALIST way. If someone thinks it’s a good thing for them to get (and government and others can encourage them to get it if they think it’s good), they can get it.
The OPT-OUT policy is the Big Brother, Statist way to do it.
The state assumes you’ve said yes and it’s up to you to correct this. The state’s assumption results in it generating incorrect data - because it never asked you directly, but you have to wind up dealig with the state to get that changed. The onus to correct the state’s wrong assumption gets put on you to fix. All hail the ever-knowing, ever-right state.
You really want the numbskulls who “run things” to ever assume you want stuff you’ve never said yes to, and maybe haven’t even studied to your satisfaction? Stuff that is optional, you’re not in danger of dying, that kind of stuff.
