Think about that for a second, and let the significance of that meeting sink in. Would she have dared to spend an hour bonding with those folks if she wasn't going to run?

Then don’t be coy, announce already!!!!! I agree that it looks like she’s running, but she has not yet announced and she’s got a lot of work to do. It might be worth it to get in and start working to overcome the (false) negative impressions.
She is running as much as Perry is only on her terms not the Establishment’s.
