Milton Street ( a convicted felon and brother of the former mayor) tried to run against Nutter in the primary...and even got the endorsement of the Firefighters union, that’s how sick things are. I give Mayor Nutter a huge amount of credit for what he’s trying to do. But as another poster indicated, these are the kids (and likely grandkids) of the same kind of ‘youts’ I had to deal with in my commute to the city back in the mid-eighties. Feral animals.

You notice these crimes happen in cities where citizens are not allowed to have guns to defend themselves. Shoot a few of these thugs, and they won’t think it’s so much fun any more.

Pennsylvania has had "Shall Issue" CCW for close to 20 years, and still things happen in Philadelphia. CCW does no good unless you habitually carry. Even then, this stuff happens where the orcs dominate the politics (and thus the probably police/DA response) and the potential jury pool, so you know if you have to shoot some orcs, you're in for a bad ride. If I was in Philly, I or family/friends would have to be personally in danger before I would plug anybody.

If Blacks are hell-bent on inciting a race war, they should bear in mind that it will be pretty easy for non-Blacks to identify the enemy.
