Senate Majority Leader Harry Reid, D-Nevada, announced Thursday that Democratic and Republican leaders have "been able to broker a bipartisan compromise between the House and the Senate" to fully fund the Federal Aviation Administration.

Funny thing, no one missed the fact that is was shut down...I only heard about because a friend of mine posted something about last week that FAA was shutdown.. time to privitize this agency.
Not true. Congress is NOT on vacation. Just members are not present. It is still gaveled into session each day (House stays in session so Obama can't recess appoint anyone). A unanimous consent can be ruled if one member requests it. If no objections - voila! A bill passes.
Probably correct - that is likely what he will do.

2.CARD CHECK TO FORM UNIONS WITHOUT A SECRET BALLOT. This measure was brought up before, but couldn't pass. It would allow union organizers to know WHO was voting against the union. I explained how it would work in my ex. in earlier post.
150 employees in a place. Union is voted on NOT using secret ballot. Only 50 employees vote, so they are considered ALL that are eligible to vote. 34 want union; 16 vote against union in spite of letting union organizers know who they are. 100 employees abstain because they do not want union and do not to be hassled by organizers. The union comes in and all 150 have to join to work there because 50 is considered the total number eligible to vote.
That is my understanding of what it is. A back door to "card check" just as Obama is finding ways to implement everything he wants without going through an actual vote in the two chambers--a negotiated settlement, that if true makes unions a wholel ot easier to organize. This is just one employer, but it would be a trend and would be yet another payoff to Obama's union people.

Which is why he probably won't try a line item veto. In the tradition of Slick Willy, it depends on what "waive" means. Maybe he has another bizarre scheme I haven't thought of in mind.
Somebody posted that Fox News used the word "waive" but it was not in the posted article. I don't even know the exact source.
I don't know why you're understanding it that way.
There's no indication in any story I've read that they agreed to what the Dems wanted.
In fact, Fox is saying Reid will likely pass the House bill.
Last year the Obama administration lowered the bar for declaring what percentage of a group must assent to being in a union. The republican House funding bill that went to the senate tried to remove this lower standard and the RATS went predictably ballistic. And the stalemate ensued.

That's exactly right1 Did you ever take a look at some of these air-ports they are funding? Some might have two flights in a 24hr period.
He will probably just ignore the part of the law he doesn't like.
He breaks the law at will and never gets challenged or called on it in a serious way.

It wasn't Air Traffic Contol that the FAA was doing without. It was "engineering studies", "modernization", and other stuff.
The GOP didn’t “cave,” as far as I can see.
The Dems were holding it up, but they (the Dems) appear to have approved it after Bambi declared he was going to ignore it anyway.
That said, there are a lot of good things about keeping flights to small airports. Having lived in one of these places, I can tell you that not having flights to a bigger airport is a major handicap to the local economies. But the big reason airlines need subsidies in the first place is because government regulations make landing fees so high. The flights from my town actually left and came in full all the time, and they were pretty expensive. But when the government started slapping all these fees on the airports, that meant that a huge amount of each ticket price was going to pay regulatory costs. That’s what needs reforming.
