Because it lets them pretend they are reducing the deficit. The whole thing is based on assumptions, so they come up with “rosy scenarios” which make the deficit reduction look larger. They probably also assumed that the economy would be extremely strong, with unemployment under 1%, that we wouldn’t be at war, etc.

They never make that assumption. They want tax increases until they finally hit the magic 100% tax rate. Then the people are enslaved but at least we have the beneficent government taking care of all of our needs.
Excellent point. We DO need higher revenues to reduce the deficit, but from a strong economy — and JFK, Reagan, and Bush II all showed that the best way to get that is though tax-CUTS.
