He often mentioned to me that they know many of their patients should be housed in mental health facilities, but the law does not permit it without the patients permission.

I'm sure that mental health facilities and ERs deal with violent patients all the time. I don't think I've ever heard of serious injury or dealth inflicted on an out of control patient.

So how do unarmed health care workers manage to do what these police officers couldn't?

What has happened to the care of the mentally ill and deveopmentally disabled in this country is a sin. Custodial care, three hots and a cot, a safe enviorment and a community which state hospitals and homes for the MR provided, is a basic minimal need.
