In some neighborhoods, a black man walking down the street and minding his own business would cause alarm and possibly provoke a breach of the peace. Would the officer still be obligated to confront that individual?

I need to forward some of my neighborhood watch emails. Last week, the cops were call because...well, let me quote...

A suspicious vehicle was just observed on Ray Drive - silver van with three black males wearing taboogans (no tag). Neighbor has called the police and they are patrolling now. Just thought I would pass on.
