Smart Conservatives are saying, put out a two-tier ballot piggybacked on every presidential general election -- US Constitutional Amendments at the top; and at a lesser level, put out plebiscites for everything that doesn't rise to Constitutional conflict.
The Left couldn't touch any of it. You put an Amendment out, the opposite doesn't just happen. It simply doesn't become an Amendment. But DoMA would win in 2012. Easy. Balanced Budget. Easy.
