teach your progeny NOT TO STEAL.
In other words, clean up your culture, and the stores will come.
Well, ordinarily I’d agree. Only the context of the word “progeny” implies an intact family - something entirely missing in these areas. They’re too busy double counting dependents for “head-of-household” EITC dependents. It is massive, massive fraud on the taxpayers of this country.
