Steven Rogers was in the wrong place at the wrong time.

The 22-year-old University of Illinois Springfield student, known for his bright smile, sense of humor and friendly nature, was watching a DVD with friends inside a Grandview apartment when a bullet passed through the outside wall of the building and struck him in the chest…

“Steve didn’t have any enemies,” said his father, Frank, from Moline. “If he could help you, he would help you. He didn’t have to know you very well. He was that kind of guy.”

Similar sentiments were expressed by those who knew him at UIS and worked with him at Tradehome Shoes inside White Oaks Mall.

“Every week when you’d look at the schedule, you’d hope to work with him,” recalled Shane Glad, manager at Tradehome. “We always had fun when he was here.”

Rogers did not know the alleged gunman, Tremayne R. Willis, 23, for whom authorities have listed addresses in Springfield and Kincaid.

Willis is accused of firing multiple shots from a rifle into the back of a three-unit apartment building in the 2400 block of North Grand Avenue East about 11:30 p.m. July 4.

State’s Attorney John Milhiser reiterated Wednesday that prosecutors believe Willis did not intend to kill Rogers.

“He was not an intended target,” Milhiser said.

Bullets also struck a woman and another man who were inside the apartment with Rogers. The names of the two victims were not disclosed, but police said they were treated and released from the hospital...

I know Gov Pat Quinn (D) eliminated the death penalty earlier this year but see that hasn't stopped prosecutors fromstill seeking it.

Any details on that?

Do you know what branch of the military the suspect was in?

Murder?

State’s Attorney John Milhiser reiterated Wednesday that prosecutors believe Willis did not intend to kill Rogers.

Sad nonetheless.

Something does not make sense. Why would anyone randomly shoot a rifle into a house?

There may be more to this than has been released in the media.

“.. did not intend to kill Rogers.”

WTFO?

Willis fired multiple shots from a rifle, without warning, into the back of an occupied building and struck multiple people, killing one.

Sorry folks, but Willis intended to kill some one - the multiple shots he fired proved this beyond any possible doubt.

Enough said!

According to the prosecutor’s statement referenced in the except, it’s not murder. It’s not my opinion.
