The "Ryan Plan" includes slow reforms to bring solvency to entitlements for those under 55.
The "millionaires and billionaires" are NOT the ones on the table and never were.
His actual target is couples over $250,000, individuals over $200,000, even below. These are small business owners. Here's what the AP said on Monday: "Proposals under consideration include raising taxes on small business owners and potentially low- and middle-income families."
