It can be said that welfare in the form of civil service jobs only serves to increase the total number who are dependent on government in whole or in part.
The moral high ground gained by leaders who were on the front lines of the 60s civil rights movement has been squandered by the likes of Bertha Lewis of ACORN and Beverly Hall of the Atlanta Public Schools. An empire dedicated to the redefinition, subversion, and avoidance of standards has been built under the rubric of civil rights, reparations, affirmative action, institutional racism etc. Inner city residents have marched in lock step with hardcore Marxists for half a century spouting nonsense about 'social justice' while their neighborhoods decay into no-go zones that resemble a post-WWII Dresden. Ask your neighbor with the 'Coexist' bumper sticker on her Subaru the last time she went downtown to check on the well-being of her fellow travelers.
It borders on the naive to hope that certain so-called victims will wake up one day and realize that they have been lied to for decades by the very people promising deliverance but state and city coffers are running dry rapidly. The federal 'stash' becomes even more crucial now hence the interest in every nuance of the ongoing Obama-Congress staredown.

Urban black culture is dominated by people who have no use for education and who encourage the shunning and persecution of children who pursue an education for themselves. Couple that with incredibly high levels of illegitimacy and female-headed households, and you have a recipe for devastation.

I watched that hypocrisy on display for decades in Southern California. My family was based in South Central L.A. (aka, the hood), but I spent most of my adult years there in the majority community.
Nearly everyone I knew in my young adult years was decidedly liberal, and not a one of them would dare to travel beyond certain recognized "safe" boundaries. More than once, I offered to escort folks down there, just so they could get a first-hand look at the place, but I never got a single taker.

Urban black clture punishes kids for “acting white” when they want to get educated. Until that changes, the inner city blacks are screwed. The cancer has grown from within their communities and it’s a sad thing. Some kid that could have grown up to be a theoretical physicist might just end up being a street corner drug dealer because his peers wouldn’t allow him to get the education he wanted and needed.
This “black America”, “black politics”, black this, black that balkanization has got to go.
The problem is the complete disconnect between the Hollywood Elite Liberals, and the ‘little people’
The Elite thought electing the first black President would usher in a new age of race relations where all of the nice, quiet, sensitive, wise Presidents, Detectives, Police Chiefs, and Doctors were smart sensitive blacks (just like on TV).
The reality is several generations of ‘give me mine’ welfare queens hanging around waitin’ fo’ summo ‘dat Obama Money (from his stash) while they ‘babydaddy’ is out rappin’ wif his brutha from anutha mutha.
All being subsidised by taxpayers, so we get more of it.

I've actually sensed that for some time, but this is the first time that I've seen some real numbers on it.
In my own family, the folks of my parents' generation mostly all had careers in the public sector, but I always thought it was just a quirk of fate.
