...[Gov Rick] Perry regularly asserts that primary and secondary education are the state's top priority, noting that more money will go to schools in the next budget even amid deep cuts elsewhere. The state, however, is underfunding schools by $4 billion — or 6 percent — based on what was called for by state law to keep pace with costs, including those generated by 80,000 new students starting school each year.
.....The Texas Education Agency attributed the success on the math test to high standards and quality teachers. Others point to the jump early in the decade to an improved state test, as well as investment enacted in 1999 , when Perry was lieutenant governor, that gave schools hundreds of millions of dollars to help students struggling on those tests.
Funding for that program, the Student Success Initiative, has been reduced from $293 million in the current two-year state budget to $36.5 million in 2012-13.

Sadler, now an education consultant for the Texas Association of School Boards , said whatever Perry has done in the past for education will be overshadowed by the two-year budget he signed last month.
Schools will get less basic state aid and have lost state grant money that paid for all-day pre-kindergarten and other programs aimed at helping children at risk of dropping out.
Legislators fundamentally rewrote the state's compact with schools, in effect since 1949 , that guaranteed schools would get enough money to provide a basic, foundational education for each student. Now, future appropriations will be dependent upon how much money is available rather than how much is needed.
"Whether he wants that to be his legacy or not, just because of the historic nature of the cuts, it is going to be his legacy," Sadler said.

That is not true in the case of our local schools.
FYI, Rick Perry supported and signed a bill that gives illegals in-state tuition. Amazing, eh? Some kid comes from Mexico and gets a break on tuition and another, an American, comes from another state and pays more than the illegal.

It’s important to point out that there is a huge difference in the Texas Dream Act and the The Dream Act that was pushed in Congress and failed. The Dream Act in Congress was full of all kinds of goodies other than allowing children of illegals to receive in state tuition. The Texas Dream Act was focused only on that. I happen to agree with The Texas Dream Act, and so did everyone in the Senate in Texas. It passed with ZERO “no” votes. Add to that, it has been proven to be successful.
These are a few things you need to know about the [2001] Texas Dream Act. The child has to have lived in Texas the three years leading up to high school graduation. These students are given no special treatment in getting into Texas colleges and universities. They must get in on their own merit. They are paying the tuition (with or without financial aid). It’s estimated that these students make up about 1% of those entering college.

Most of us agree that border control MUST be dealt with first. The problem with all other efforts on this issue in the past is that the borders were not sealed. If there is anyone who we can trust to do that it is Gov. Perry (if he decides to run for President). He knows what goes on down at the border. He has gone there many times. He knows what needs to be done. There is no doubt in my mind that if he were President, he would seal our borders. But Perry also understands Hispanic outreach.

BUT is Perry a progressive like Bush?, all the Bushs are?..
I say YES... Perry is a progressive poseur...
No problem.
But it was my experience with public schools in one of the best districts in the state that led me to being a lifelong supportered of home-schooling. My kids learned more in 3 months of home-schooling than 3 years in Flower Mound.
Exactly! Our school district has consistently received high marks for how they manage their money. When they knew the budget would be smaller this year they began figuring how to tweak this, cut back on that, rearrange things, combine some things...but they got 'er done and the KEPT A RAINY DAY FUND in the bank in case there is a real emergency. I might add, our school district is one of the top ones in the state of Texas.
