This is bureaucratic speaking. “Tax expenditures” in the tax code refers to how much in tax income is not collected due to various tax deductions in the tax code.
For example, the depreciation allowance for corporate jets, which Obama rails against, is a tax expenditure, because it is said to cost the government “X” amount of tax dollars not collected, because corporate jet owners take that legal depreciation deduction on their income tax returns.
This is word play to make it sound like Obama wants to cut spending, because most people might think that “tax expenditures” refers to the spending of the taxes actually collected. He’s intentionally using certain words which, while technically legally are correct, will confuse a lot of people as to what is actually going on.
How about “President of the defeated side” after a landslide rout to go with your “spending cut in tax code?

So according to Obama anything less than 100 percent tax on everything is considered spending? Am I missing something?
So in that case, let’s give him the big tax increase he wants by eliminating the Department of Education.

Ever get in a process where your version of the rules isn’t being played? Boehner needs to change the rules, reverse the tables on blabla and stonewall and make it a point of process and principle for the economy and the children who will bear the tax monster for the future. Social security should be simple... leave the old folks alone, that deal is done, phase out from 65 on a linear scale for those who are not enrolled as of RIGHT NOW.
Medicade just needs to go away, medicare needs to as well. I paid nearly 3 times in medicare and medicade premiums last year than I paid in private health insurance. Medicare is a jackpot for people who put off major repairs until they reach the age.
Health care insurance is a problem but it needs a different solution. Some kind of sliding scale deductible may encourage people to be more discerning about letting the medicos have their way.
Well, I don’t think that Obama and Democrats think that a tax of less than 100% is considered spending. At least not yet. LOL.
But, they are considering any legal tax deduction or tax exemption taken to be an expenditure. Your mortgage interest deduction is an expenditure in their world. Your deduction for dependent children is an expenditure. Your deduction for your property taxes, medical expenses, your IRA and 401K retirement plan deductions, and anything else in the tax code, is said to be an expediture, which the government bureaucrats say costs the government tax revenue.
In a way, it does reflect a mindset that all of our income should belong to the bureaucrats, and that they will decide how much of it they will allow us to keep.

I can understand how someone might believe that government spending is “investment” because you might argue that infrastructure improvements and education might improve the business climate down the road. Of course it’s still propaganda but at least it makes some sense.
Likewise, calling this scheme “Cutting deficits in the Tax Code” might make some sense, regardless of the wisdom of doing so. But this term could have only been devised while the genius who thought it up was lost deep within the rabbit hole!
Nobody in the media or opposition called him on “Tax Code Expenditures” last month when the operative phrase concept was introduced for the bullcrap it was. Tax code expenditures in that case was reducing taxes, or not increasing them.
