And thus it would be proper for the ICJ to ask Congress to pass a bill mandating notification, and the President to sign it. But now that this lowlife is dead the problem will likely be forgotten, Congress will pass no bill, and we'll replay this the next time an illegal kills someone. It's their fault we are not in compliance with the treaty, not the fault of Texas.
Pass the law, mandate notification, mandate the use of profiling to try to determine whether notification may be necessary.
