He may be referring to the Justice Department/FBI statistics which have for several decades shown the best predictor of the local crime rate is the number of black males between 16 and 30 living in the area. As we know, the Justice department and FBI are highly racist for documenting the obvious, like 2% of the population are responsible of almost 50% of the felony arrests..
These percentages have dropped a bit since AA’s are now about 2% less of the USA population because Latinos are an ever increasing percentage of the population and the young Latino males are starting to make inroads on the felony arrest stats.
Concealed Carry laws seem to impact specific crime statistics, like armed robbery and murder, but have a lesser effect on property crimes. Conversely, a decline in the number of black teenagers seems to address a broader number of categories.
Either that or the Amish have gone wild.
Not one mention of the real cause.
Since the late 80’s, one state after another have implemented legislation that allows law abiding citizens to carry firearms.

Has there been a drop in births to unwed mothers? It sure doesn’t seem like it, though admittedly you have to wait 15 years or so to see criminal propensities develop.
Remember Butch Reno did this same manipulation of the records an stats by using the guideline of “unfounded” crime.... You can’t prove you were attacked, robbed, raped etc...the report is taken down but put in said unfounded column .... Thus the administration has a feather in their cap. Albeit a plastic one.
Crimes against persons is in fact down an property crimes are up....
