(CA) Controller Chiang halts pay for lawmakers

Controller John Chiang announced today he has blocked pay for lawmakers, rejecting his own party's spending plan as insufficient to satisfy a voter-approved law on timely budgets.

In doing so, the Democratic controller is exercising unprecedented authority Tuesday, establishing a new role for his office under Propositions 25 and 58 to determine whether a legislative budget is "balanced."

"My office's careful review of the recently-passed budget found components that were miscalculated, miscounted or unfinished," Chiang said in a statement. "The numbers simply did not add up, and the Legislature will forfeit their pay until a balanced budget is sent to the Governor."

Until recently it took a 2/3rd majority to pass a budget, but the Democrats did not like this so they got it changed.

So now a simple majority can pass a budget. The Democrats have the power to pass the budget without any Republican’s help.

The submitted budget was a sham, they knew it was no good but they passed it only so they would get paid.

There is nothing left on the table but hard choices, and Democrats can not seem to bring themselves to make those choices. They really want to raise taxes but those mean old Republicans won’t let them.

The only real option is for cuts.

Amazing, they are just like small children, so irresponsible, so arrogant, that the only way to get them to be responsible is punish them...like you would a child.

No homework done, no TV.

Soooo painfully sad to see adults, much less adults with such responsibilities, needing to be treated this way.

For many years, March Fong Yu was a fantastic California SoS, despite the fact she was a democrat. But that was the democratic party of a long time ago — when they had something besides pure hatred and agenda.

Interestingly, her son, fellow Pepperdine Wave Matt Fong, was a well-respected Republican.

Maybe we have someone who can see beyond party here...?

Will they still get their $147.00 a day per diem.. if so.. this really wont hurt them...plus their car allowance, and rest of the perks..

Gov. Brown and his fellow Democrats have so far refused to even discuss real pension and regulatory reform.

Brown's “strategy” has been to try to get his tax extension plan on the ballot. He knows that even if he's successful, the probability is very high that the voters would reject these FIVE-YEAR tax extensions. He would then presumably make huge cuts and blame the Republicans for not going along with raising taxes.

The whole thing is a sham. The Democrats have no intention of cutting back on the obscene state worker pensions, or working towards regulatory reform. Everyone loses here, even the unions, because one day soon there will be no money left to pay these pensions. The state will be bankrupt, and it will be left up to a judge to shut down the gravy train.

Seems that Chiang can pick and choose separate budget items and tell the legislature what's wrong with it. He ignored all of the accounting shenanigans and said they underfunded education by a couple billion.

Seems to me CA may have created a monster.

Maybe the legislature can allocate a few bucks out of the education budget to establish a training program in basic arithmetic and accounting for legislators. Perhaps with the extra training and a cheap calculator they can balance the budget.

Will the legislators be paid retroactively once a budget is passed? They shouldn’t be.
