Higher Power? You must be talking about the people of his House Congressional district. Weiner is just a reflection of the values and morality of the people that live in that particular geographical area of America!
How is it that he could be re-elected? Was his didtrict gerrymandered to include a majority of pervs?

It is NOT up to the voters of his district. The Constitution says each House is the judge of its own members, and on a 2/3rds vote, a member may be expelled.
Weiner’s actions offend you and show he does not deserve the public’s trust.Either he resigns or faces an expulsion vote. Which will it be?

I reject the conventional wisdom. A line in the sand has to be drawn. This behavior is a new low for Congress, and that is saying a lot.
