Win The Future? Essentially a Chinese weapons manufacturing base is being established in Idaho and our traitor government is assisting.
"Self-sustaining" means they can start manufacturing the means to attack us from within, without having to bother to sneak the stuff in through our ports or the porous borders. Staffing the 'city' with Chinese 'citizens' who will no doubt be overwhelmingly young males in their 20's.

Many dozens of other Nations have factories and businesses in America. Many not considered “allies” to the US.
As long as no diplomatic status is given it would be like any other factory/business

Russia is also starting to do the same thing in the US with mining and oil drilling. In fact, all the uranium in the US is mined by a Russian company that is owned by the Russian government.
