Is California crime drop due to 'three-strikes' law?

The U.S. Supreme Court stunned California on May 23 when it ruled that the state must depopulate its overcrowded prison system by tens of thousands of inmates.

The decree, written by Californian Anthony Kennedy, reignited the state's perennial debate over crime's causes, effects and remedies.

While liberal critics of the state's criminal justice system hailed it as a long overdue wake-up call for reform, conservatives raised the specter of felonious hordes being released to prey upon the public.

A day later, California Attorney General Kamala Harris announced that the state's rates of homicide and other violent crimes had continued a decades-long decline. She said it "reflects the tireless efforts of our peace officers" and pledged support for "their brave, relentless and selfless work in protecting the people of California from hardened criminals."

So, have California's crime rates fallen because the state adopted a get-tough attitude three decades ago and began locking up more of its miscreants?

The prison population surged from about 20,000 to more than 160,000 during that period as sentencing laws were beefed up, symbolized by the passage of the state's "three strikes and you're out" statute.

Those numbers have to be BS.

I am starting to see more aggressive behavior from the scary looking people and the “Stop Light” panhandlers have increased while getting more aggressive.

When you lock up the criminals they don't commit more crimes.

Only Leftwingtards believe that they are infinitely replaceable ~ that when you catch one criminal another one pops up in his place.

Normal people who do not suffer from Liberal dementia know that criminals are not going to be replaced by another one ~ and eventually you can catch enough of them to bring down crime rates.

Partly. But also because there is much less to steal in this God forsaken state and also there are fewer cops on the street. And how many counties are now not taking misdemeanor filings because their budgets are so blown? There is a difference between the crime rate being down and nothing being done about crime which leads to unreporting. And no one wants to talk about the state being overrun by groups that likely won’t report the crime.

Sure, these criminals are ‘cute innocent victims of da Man’” but they themselves won’t live in these high-crime communities. So WE the sane people, have to pay for their liberal insanity.

They are at nearly every corner now...and in all of the grocery store entrances.

Don't be silly. The State Government has stolen so much that there isn't anything left for the criminals. There is the reason for the drop in crime.

I remember the Carter years, and I do NOT recall having pan handlers on all four corners at almost every single intersection in town. Here in the Houston area it has gotten really bad!

I assume that a great deal of the increase is caused by the lack of self-respect, and lack of moral decency which is growing rampant in America! Using welfare USED to be avoided, so as to avoid the scorn or “looks” you might get in the stores. Now, it is just hunky-dorry to lay yourself out and beg or whore your soul for a nickel, instead of getting up and going to work at a job!

Yep.

At the Capitol Expressway and Highway 85 exit they are in six different places where vehicles must come to a stop.

This is all within 100 yrds of each other.

I now pull over to the middle lane or far right hand lane to avoid them.

When they start “begging” from both sides of the street I’ll just stop using that exit.

Same thing at Lucky Supermarket. They have these Bozo’s, who look like ruffians, with their little box out on a desk and they openly solicit for donations.

Ostensibly to “Help the children”.

These guys are so aggressive they have two people manning their “territory” with one guy at each entrance/exit to the store.

The store puts up signs right next to them saying “They are not authorized, can’t vouch for where the money goes, etc”.

I stopped going in there because of them.

Crime here, particularly violent crime / murder has skyrocketed here.

Just about every day, someone(s) murdered.

Majority of the perps are illegals or linked to gangs.

Harris is just covering her ears and shouting lalalalala.

The trend is that the only misdemeanor filings allowed is DUI. They are treating everything else as a civil matter or so low priority that the one year statute of limitations is the death knell for most cases. Sac Co keeps using this threat with the pending layoffs, but it is already mostly in effect. San Joaquin and Stanislaus Co’s are about the same. Unless of course the story is on the news.

They network, take shifts and travel. I saw a panhandler that is normally near my work at an intersection 5 miles away.

Here they are collecting for "disabled vets". I tell them "I am one....help me out". It always sets them back.

I know disabled vets and had a friend who suffered PTSD since Nam.

Sadly, that demons took him 6 years ago.

I despise these people who are on the street corner claiming to be disabled vets.
