In a racially mixed corner of Shreveport, La., a small group of white voters protested loudly this year that they did not want to be part of a majority black district when the legislature redrew the state’s political boundaries. The Republican-led statehouse complied, drawing a line around the community to accommodate them.
That line is at the heart of a case before the Justice Department that is seen as a critical test of how the Obama administration will interpret the controversial Voting Rights Act as it rules on a new wave of redistricting plans.
The law, passed in 1965, was designed in part to prevent white lawmakers from weakening the voting strength of minorities with the deft drawing of district lines. More than a dozen states, including Louisiana, are required because of their history of discrimination to clear their redistricting plans with Justice.
But some lawmakers in those states, many of which have Republican majorities, say they do not trust the Obama administration to fairly assess their maps. This is the first time since the passage of the Voting Rights Act that a Democratic administration has been in the White House following a decennial census, when state lawmakers redraw local, state and congressional boundaries.

I hate things like this. When it's a white majority district by demographic happenstance it's illegal, immoral and fattening. When it's remapped to being a black majority district it's a fist-in-the-air victory for diversity and the downtrodden.
White districts elect all manner of people to represent them: white, black, hispanic, asian, men, women, gays and somehow whites are seen as racists, bigots and homophobes.
The motivation here it to produce a Democrat ghetto, another modern perpetual plantation from which to siphon votes and dollars which will see no return for the voter's loyalty.
The Obama Justice Department needs to be watched very closely.

Just repeal the unconstitutional act, The Feds should not be in the business of making laws regarding their own election.
There an no equal standing when Some States are made to follow laws not applied to other States. Much less Laws no where authorized in the Federal Constitution.
This Orwellian “Voting Rights act” is an abomination in almost every respect.
I actually understand the concerns of theses Louisianian voters. A republican in a democratic dominated district has little in the way of honest representation. That is to say nothing of the even more reduced representation of white voters in a district dominated by all but openly racist black democrats. Democrats that have convinced themselves that they are justified in “punishing” whites to “uplift” themselves.
Wow that’s incredible! It’s pretty well designed to include every major city in NC. You would do well to drive a car from one end of that district to the other in a single day.
Run all the illegal aliens out of Texas, and let’s bring white South African immigrants in. They’re being persecuted in South Africa and are looking for a place; the Southwest seems to fit the bill.
It is an awful process, but the best there is. The question is who is to draw the district lines? Will it be State politicians who can be replaced, or bigoted, unelected ideologues from DC with no stake in the community? I don’t see why a biased decision from a bureaucrat or a Judge is any more virtuous, or “fair” than district lines coming from the people’s State reps.

Their keyword is "payback". It's a religious mantra, intended to heal divisions by holding one group's head under the mud with a boot on the back of the neck, until the bubbling indicates that the party of the second part has, in fact, expired. Call it "Haitian reconciliation."
A version, if you will, of Orwell's famous last line: "a boot stamping on a human face forever."

That was all in the “beforetimes”; now the job market, gasoline prices, and tax situation has up-ended everything. NJ has a very similar problem to Illinois, and yet elected Chris Christie as governor a year after Obama carried the state. Ditto for MA - Brown & Christie may not be everyone’s ideal “Republican”, but the groups that opposed them (especially Christie) were the right enemies for conservatives to have.

Their problem is that their enemy feeds, clothes, schools, and cares for them; they are hardly in a position to make a go of it alone (which every black Democrat concedes in supporting the party that will tend to them as if they were helpless, illiterate field hands).

I think some of your numbers are a bit off, but I get your point.
I’m thinking more in the South...we have state legislators by the dozens or even hundreds switching parties as they know that the Democratic name is permanently tainted.
