Could be that Weiner mailed the photo to a third party who then passed it around until a hacker got it and tweeted it @weiner

What hasn’t been published yet is that a some number of his twitter followers are middle school and high school kids involved in New York State Model UN, where he was a keynote speaker this year.
He sent this picture of his junk to a family friend’s teenage daughter who takes par in model UN, through this f’up.
Good things can not happen for little Anthony from this point forward.
